Some states do give their own employees the day off. California lists the day after Thanksgiving as a state holiday, and the Texas state holiday schedule closes state offices on November 27, 2026. Some other states do the same, sometimes under a different name. State courts, DMVs and other state offices may be closed where that applies, while federal offices and banks in the same state stay open.

Many offices give staff the Friday off anyway, so a supplier or law firm may treat it as a day off even though banks and the post office work. If a contract says “business days”, the federal calendar is the usual reading, and that counts Black Friday.
How we count: a business day is a weekday that is not a holiday on the chosen calendar. Weekends never count.
